Silvestre A. Fontes will take over the Boston regional office of the SEC as Regional Director beginning the week of April 8.

The two men who have been running the region as acting co-directors, John Dugan and Kevin Kelcourse, will stay on as associate regional directors of enforcement and examinations, respectively.
After 13 years with the enforcement division at the Boston Regional Office, Mr Fontes retired in 2011 as Assistant Regional Director. Mr Fontes was the first supervisor of the Market Abuse Unit in the Boston office and worked on numerous high-profile investigations and litigation situations. Mr Fontes has spent the last four years in his role as Chief Compliance Officer at Bracebridge Capital LLC, a private fund adviser based in Boston.

For their time as acting co-directors and as associate regional directors for enforcement and examinations, respectively, I’d also like to extend my gratitude to John Dugan and Kevin Kelcourse.

Grewal, Director of the SEC’s Division of Enforcement, remarked, “I am thrilled to welcome Silvestre back to the SEC.” To quote the press release: “His experience in leadership roles leadership of our Boston office will allow him to put his experience in the Enforcement Division and the financial services industry to good use in furthering the Commission’s mission.
Securities and Exchange Commission Director of Examinations Richard R. Best praised Silvestre, saying, “Silvestre is an exceptional leader with significant securities litigation and compliance experience.” I’m excited to have him on board to help steer the Boston office’s exam program and its skilled staff.
According to Mr Fontes, “I am humbled to lead an incredible team of public servants dedicated to strengthening compliance and enforcing the nation’s federal securities laws to protect investors.”
More than 180 attorneys, accountants, investigators, securities compliance examiners, and other personnel in the states of Connecticut, Maine, Massachusetts, New Hampshire, Vermont, and Rhode Island will report to Mr Fontes as Regional Director.
Mr Fontes oversaw the regulatory compliance program at Bracebridge Capital, where he worked as a team leader. Formerly a director in PricewaterhouseCoopers’ Financial Services Regulatory Practice, he was the Chief Compliance Officer for a number of companies under Wellington Management Company’s purview.
Mr Fontes has worked as a clerk for the Hon. Norma L. Shapiro of the U.S. District Court for the Eastern District of Pennsylvania and as an associate at Choate, Hall & Stewart LLP and Ropes & Gray LLP. In addition to his bachelor’s and master’s degrees from Boston College, he also has a law degree from the University of Pennsylvania, where he served as an editor of the University of Pennsylvania Law Review.
